On June 7th, it was reported on the internet that a state-owned enterprise leader was spotted holding hands and shopping with a “mistress” during a business trip in Chengdu. The video of the incident went viral. The video shows a middle-aged man walking hand in hand with a young woman. Many netizens identified the man as Hu Jiyong, the Executive Director, Party Committee Secretary, and General Manager of Huanqiu Engineering Project Management (Beijing) Co., Ltd.

News reporters noted that on April 20th, the certified WeChat public account of the company, “Beijing Project Management Company Huanqiu Project Corporation,” published an article stating that on April 19th, Hu Jiyong, the Executive Director, Party Committee Secretary, and General Manager of Huanqiu Project Corporation, led a team to Sichuan Petrochemical Project to investigate the project’s execution and provide guidance while visiting frontline employees.

The image of Hu Jiyong in the accompanying photo closely resembles the person in the video circulated on the internet. News reporters tried to contact the landline of Huanqiu Engineering Project Management (Beijing) Co., Ltd. multiple times, but no one answered the calls.

On June 7th, news reporters called the duty phone number of the 10th Central Inspection Team, responsible for inspecting China National Petroleum Corporation, to report the suspected incident of Hu Jiyong going shopping with a “mistress” during a business trip.

The duty personnel of the inspection team stated that they had registered the relevant information and would urge for further investigation. If the allegations are true, the relevant authorities will handle the matter in accordance with the Party discipline.

News reporters noticed that on the morning of June 7th, the certified WeChat public account of Huanqiu Engineering Project Management (Beijing) Co., Ltd., named “Beijing Project Management Company Huanqiu Project Corporation,” had deleted the reports about Hu Jiyong’s activities. Around 12 o’clock, the account was self-deactivated and stopped being used.

According to online information, Huanqiu Engineering Project Management (Beijing) Co., Ltd. is majority-owned by China Petroleum Engineering Co., Ltd. (100% stake) and was established in 1995. It is located in Beijing and primarily engages in professional technical services. The registered capital of the company is 30 million RMB, with a paid-up capital of 30 million RMB.

This incident at least reflects three current issues in Chinese society!

First, a state-owned enterprise leader taking his mistress on a business trip at public expense for a honeymoon. There’s not much to say about this, as the official announcement of his removal from office has already been made. It’s a confirmed fact.

Second, it’s an inspirational story of an unattractive woman transforming herself into a socialite. Through fitness and cosmetic procedures, the ugly duckling becomes a beautiful swan. The story tells us that there are no ugly women, only poor women.

Third, it’s a story of an influential father within the system paving the way for his children. Rumor has it that the woman’s father is a professor at China Petroleum University (subject to doubt). If true, in 2014, she entered China Petroleum University as an undergraduate with bonus points for being of Tibetan ethnicity, and her father may have been his graduate advisor. After graduating, she entered the China Petroleum system. While others struggle and strive for employment, her golden path was already laid out .
