The greedy and incestuous life of Shi Wenqing, the vice governor of Jiangxi, China

Shi Wenqing, formerly serving as the Vice Chairman and Party Committee Member of the Jiangxi Provincial People’s Congress, a member of the party group, as a vice-ministerial official, Shi Wenqing embezzled and took bribes of up to 195 million yuan, illegally held guns, and most scandalously, he had improper relations with a number of women, including the wives of his subordinates, and even his own 16-year-old niece, repeatedly violating them and forcing them to have children.

All these actions have led to severe moral degradation, and ultimately, he paid the price for his behavior. On August 16, 2022, Shi Wenqing was sentenced to death with a two-year reprieve for crimes including bribery and illegal possession of firearms. His entire personal property was confiscated, and he was deprived of political rights for life.

So, how did Shi Wenqing end up on such a path? What did he exactly do? Let’s take a closer look at it together.

Career Path

In October 1954, Shi Wenqing was born in Faku, Liaoning, shortly after the end of the Korean War. At that time, the country was in a state of reconstruction and development. Although Shi Wenqing’s family had relatively good living conditions, he was able to pursue education and eventually graduated from high school.

After high school, Shi Wenqing chose to enter the workforce. Despite having only a high school education, it was considered relatively high at that time. He started working as a laborer at the Jilin Province. Soon, he was promoted from an ordinary worker to an accountant and later became a personnel officer in the Supply and Marketing Cooperative.

In 1975, Shi Wenqing served as the Deputy Party Secretary in the local Ulanhua Commune. Three years later, he was promoted to the head of the Secretariat Division of the local Public Security Bureau. In 1982, Shi Wenqing became the Deputy Chief of the Secretariat Division in the Inner Mongolia Autonomous Region. He later became the Chief. During this period, he realized the importance of further education and, in 1984, attended the junior college class at the Inner Mongolia Autonomous Region Party School.

Later on, Shi Wenqing’s positions kept growing in importance. In 1993, he became the Deputy Director of the Research Office of the Inner Mongolia Autonomous Region Government, eventually reaching the rank of Deputy Department-level official. A few months later, he became a Deputy Bureau-level secretary in the Office of the National People’s Congress Standing Committee. While holding this position, he pursued further education and earned a master’s degree in economics.

In 1999, Shi Wenqing became the Deputy Party Secretary of Harbin City in Heilongjiang Province. A year later, he was promoted to the position of Deputy Mayor of Chengwu City. Subsequently, he further ascended to become the Deputy Party Secretary of the Municipal Government. Notably, from 1998 to 2000, he also studied at Xi’an Jiaotong University, where he obtained a doctoral degree in economics.

In 2007, Shi Wenqing moved to Jiangxi to serve in various positions, becoming a member of the Jiangxi Provincial Party Group. He successively held roles as the Vice Governor of Jiangxi Province, the Party Secretary of Ganzhou City, and a member of the Jiangxi Provincial Party Standing Committee.

In 2015, Shi Wenqing became the Vice Chairman of the Jiangxi Provincial People’s Congress Standing Committee and a member of the Party Group. By this time, he had reached the pinnacle of his political power, but little did anyone know that behind the glory lay so many unspeakable actions.

Shi Wenqing’s Road of Corruption

After Shi Wenqing came to work in Jiangxi, he encountered his mentor, Su Rong, who was already the Party Secretary of Jiangxi Province and also the Chairman of the Provincial People’s Congress Standing Committee.

It can be said that it was under Su Rong’s guidance that Shi Wenqing truly descended into the abyss of crime. Due to their work relationship, their interactions increased over time. Additionally, their similar interests and hobbies brought them closer together. Under Su Rong’s influence, Shi Wenqing became increasingly audacious.

With Su Rong as his backing, Shi Wenqing became even more brazen. After Su Rong first gave him 12 million yuan in benefits, Shi Wenqing realized how easy it was to use his authority for personal gain. From then on, he embarked on the path of amassing wealth.

In 2011, businessman Wen, who took on a project, caught Shi Wenqing’s attention. Seeing the potential for profit, Shi Wenqing took the initiative to approach Wen and demanded to be included in the project. Though Wen was reluctant, he knew he had no choice but to comply. Shi Wenqing was given 40% of the shares.

Due to this forced inclusion, Wen suffered losses of over a hundred million yuan, while Shi Wenqing gained from the venture and began using the same tactics on other businessmen, eventually amassing benefits of 50 million yuan.

Fearing potential reports of his illegal activities, Shi Wenqing decided to take precautions. Upon learning about surveillance equipment that could monitor his subordinates’ actions, he spent a huge sum to purchase it, effectively silencing many rumors and gossip about him.

Disordered Personal Life, Involvement with Niece

With wealth and power at his disposal, Shi Wenqing succumbed to desires for beautiful women and engaged in improper relationships with multiple females from various professions, including doctors, nurses, and flight attendants, among others. Unfortunately, a significant number of these women were coerced into these relationships. Furthermore, one of the most disturbing aspects of his private life involved his niece, whom he took advantage of in an exploitative and coercive manner.

Of course, Shi Wenqing was very generous towards these individuals, enabling them to live a luxurious lifestyle. He would also use his authority to exert pressure on his subordinates and their wives, forcing them into compromising situations. Some attempted to resist Shi Wenqing’s advances, but they ultimately faced severe consequences, including termination from their jobs and even physical violence from him.

What is even more reprehensible is that Shi Wenqing didn’t spare his own niece. Shi Wenqing’s elder brother had two daughters who did not get into college. He volunteered to take care of the two children and brought them with him. To everyone’s shock, Shi Wenqing took advantage of these two young girls and forcibly subjected them to his exploitation.

Afterward, Shi Wenqing made both girls his mistresses, and he would physically abuse them if they disobeyed him. He provided for their material needs, but at that young age of just 16, Shi Wenqing didn’t think there was anything wrong with his actions. He even bought properties for them in Beijing.

One of the nieces even bore him a child. Shi Wenqing had also intended to exploit his other niece, but she refused to yield and bravely informed her parents about the situation. Though her parents held deep resentment, they felt powerless to act and could only cut ties with Shi Wenqing.

Illegal Possession of Firearms

In 2004, Shi Wenqing acquired an illegal handgun for himself. Subsequently, during dinners and drinking sessions with businessmen, he would frequently brandish the firearm as a means of intimidation.

As mentioned earlier, businessman Wen was coerced by Shi Wenqing into transferring 40% of his shares. However, Wen was a shrewd individual and secretly kept evidence, which later proved to be crucial in the downfall of Shi Wenqing.

It is essential to understand that illegal possession of firearms poses a significant threat to society in China. As an official, Shi Wenqing should have been well aware of this fact. However, to satisfy his personal desires, he disregarded all consequences and risks associated with his actions.

The Downfall of Shi Wenqing

Shi Wenqing’s actions ultimately couldn’t escape the grasp of the law, as many people had long expressed dissatisfaction with him. Despite his attempts to portray himself as an upright and honest official, his actions could not be completely concealed.

On the surface, he appeared to be clean and incorruptible, but behind the scenes, he engaged in embezzlement, bribery, and had a morally reprehensible private life, exposing his two-faced nature to the fullest.

The businessmen whom Shi Wenqing had extorted decided to report him, but upon learning of this, Shi Wenqing had one of the businessmen, Wen, sent to prison. Nevertheless, the reports against him were still published, and soon, the disciplinary commission came looking for Shi Wenqing.

In September 2020, Shi Wenqing was placed under investigation for suspected serious disciplinary violations. Subsequently, evidence of his crimes was uncovered. It was revealed that during his tenure, Shi Wenqing was involved in corruption and bribery, with the total amount reaching as high as 195 million yuan. He engaged in improper relationships with multiple individuals and demonstrated severe moral degradation. Additionally, he was found to have illegally possessed firearms.

In 2021, Shi Wenqing was expelled from the Communist Party, and on August 16, 2022, he was sentenced to death with a two-year reprieve. This outcome was entirely a result of his own actions and choices.
